Dear WG2 members,

Following the steps defined in our last Meeting, I'm writing you all to
start the process of discussion and (hopefully) review for the Proposal
sent by Tim Ahern.

As established in the Framework for adoption of features we've been
using in the last couple of years, we open now a "Proposal phase".
According to this, as a *new, non-existing* feature is being proposed
(Type B), this implies 2 phases of voting.

The first step for the proposal is to decide if the topic is important
enough as to be evaluated by an ad-hoc Team.

*IMPORTANT* The 1st voting phase decides only if we review the proposal
(not the acceptance!).
It will take place from *November 1st to November 8th*

We are providing the following material for you to evaluate and decide
if you would like this to be *reviewed*

below, and also the presentation by Tim during the WG2 Meeting in Summer
(2nd link), which received very positive feedback from the audience.

Let me remind you, that this is one of the rare cases in which the
proposal itself comes directly from the community, as most of the ideas
are supported by users opinions via a survey and outputs from workshops
on this topic. In both cases, from users from all around the world.

I'm sure you will find the opinions from the users as a valuable
material, which shows the importance of this proposal for the community.

We invite you all to use this mailing list as a way to discuss or
express your ideas if needed.
